Closing as a proven duplicate of the canonical dashboard accessibility contract in #930. #930 already changes the same openDetail() anchor to preserve safeUrl, rel="noopener", and the identical accessible “opens in a new tab” label, while also carrying external-URL fail-closed tests, focus/state hardening, and the current successor handoff to #977. This branch leaves no unique product delta and would create a same-line conflict.
